As Chief Community Programs Officer, Teresa oversees therapeutic foster care and community based programs throughout southeastern Wisconsin.

Teresa has worked in the field of child welfare for over 20 years.  She holds a Bachelor's degree in Social Work from Winona State University and a Master’s degree in Social Work from the University of Wisconsin - Madison.  While at the University of Wisconsin-Madison, Teresa was a Title IV-E grant recipient, which allowed her the opportunity to receive specialized training in the area of Public Child Welfare. Teresa is also certified as an Advanced Practice Social Worker (APSW) in the State of Wisconsin and has been trained in Marriage and Family Therapy.   

Teresa began her career as a direct services staff within child welfare and in 2005 took on her first leadership role.  Since then, Teresa has held various leadership positions including oversight, training and program development in the areas of general foster care, treatment/therapeutic foster care, caregiver support, nurse home visiting, family interaction, foster parent recruitment and retention and community based programming.  Teresa has extensive experience training both staff and foster parents in a variety of topic areas and strives to help children, families and professionals develop creative solutions.  

Teresa was hired by Norris, Inc. in 2017 to create and implement a therapeutic foster care (TFC) program. In 2023 she was charged with leading Norris’ expansion into community based programming throughout southeastern Wisconsin.  Teresa is active on various Department of Children and Families (DCF) committees and serves on the Board for Norris Academy Virtual School. Teresa is inspired when she witnesses positive change in children and families; when she sees relationships formed and strengthened; when communities come together to cultivate well-being for children, youth and families.  

Teresa lives in Milwaukee with her husband and two very active sons.  Teresa enjoys spending time with family, attending her son’s many sporting events, baking, boating, bonfires, and cheering on Wisconsin sports teams.
